Yet Another Table Question

Since the list has been peppered with table questions lately, I 
figured I'd add one more.

I'm working on some pages with nested tables in them. On three of the 
pages, there is a nested left-hand table set up as a yellow margin, 
and I can't get this margin table to line up properly with the rest 
of the text on the page. The margin table is either too long or too 
short, depending on which browser on which platform you look at them
